    • Task 2.1 Military Mission Requirements

Schedule and facilitate meetings with military installation staff and military service representatives from each of the military services, including the Coast Guard to collect all relevant data needed to characterize the existing renewable energy development conditions within the project area. This task will require coordination with military installations and military service representatives to gather planning documents and spatial data relating to military mission requirements over at least a 15-year planning horizon. The mission requirements should include the utilization of public resources (i.e. public land, air, and water spaces) that could impact public and private land, air, and water spaces including but not limited to: • Sea and water spaces used for military training or logistics. • DoD managed lands. • Special Use Airspace, (i.e.Restricted Airspace, Military Operating Areas). • Military Airspace(i.e., Military Training Routes (MTRs), Drop Zones, Special Use Airspace (SUA), Military Operations Area (MOA), etc.). • Airport Surveillance Radar and Weather Radar view sheds.
    • Task 2.2 Federal Requirements

Schedule and facilitate meetings with representatives from federal agencies and Native American tribal entities within the study area to collect all relevant data and information needed to characterize the existing renewable energy development conditions within the study area. This task will require coordination with federal government staff and tribal entities to gather planning documents and spatial data relating to land use, military, and energy infrastructure planning over at least a 15-year planning horizon. Data will include existing and future land use, utility infrastructure and service areas, and environmental and cultural resources.
    • Task 2.3 Local Requirements

Schedule and facilitate meetings with representatives from city and county governments and Councils of Government within the study area to collect all relevant data and information needed to characterize the existing renewable energy development conditions within the study area. This task will require coordination with local government staff to gather planning documents and spatial data relating to land use, military, and energy infrastructure planning over at least a 15-year planning horizon. Data will include existing and future land use, utility infrastructure and service areas, and environmental and cultural resources.
    • Task 2.4 Industry Requirements

Schedule and facilitate meetings with representatives from various renewable energy industries to summarize development plans, requirements and challenges associated with renewable energy development in the study area. Information and data to be collected will include the following: • Wind resource maps (NOAA and NREL). • High Power Transmission Lines (existing and proposed). • Existing and proposed renewable energy development areas. • Conduct a review of current and planned renewable energy projects, transmission lines.
    • Task 2.5 Stakeholder Identification

While many jurisdictions can be initially identified during previous subtasks, the Contractor will work with OPR staff and the Steering Group to identify any other relevant stakeholders including additional local jurisdictions, state and locally elected officials, state and federal agencies, and other relevant stakeholders.
